param:

[in] timestamp - Timestamp to convert

[out] buffer - Buffer to hold converted timestamp

[in] buflen - Storage available in buffer

retval:

• 0 Success; otherwise - Kerberos error codes

The string is returned in the locale’s appropriate date and time representation.
